Affordable Rental Housing

    On April 1, the Rockville Mayor and Council is scheduled to vote on changes to the MPDU program. If approved, the city will no longer accept or renew applications. Instead, applications will be submitted directly to the MPDU property. More information will follow the meeting.

Affordable rental units are available throughout the City of Rockville. Rental units from studios to multi-bedroom apartments are available at controlled costs. Each rental property is responsible for providing current availability information.

Monthly Rental Rate Limits

Monthly rental rates are reviewed and recalculated every year in June and are based on a formula in the MPDU law. As of July 1, 2018, MPDU rents are as follows:

Application Process

Apply for Certificate of Eligibility

The application must be renewed every two years. You must download the form and fill out the application completely.

New Application Renewal Application

If you have a Certificate of Eligibility issued by Montgomery County, you will need to complete the certificate holder request form.

Proof of Income

Obtain copies of the following proof of income documents and submit with your application: 
  • Most recent two years of federal income tax returns. Students who didn't file a tax return may submit a school transcript.
  • Most recent two years' W-2s
  • Most recent two paycheck stubs from all household earners.
  • Documentation of other sources of income (e.g. child support, alimony)
  • If self-employed, a year-to-date income and expense statement prepared by the applicant or a financial professional.

File the Application with the Rockville Housing Programs Division

Bring all required materials with you to Rockville City Hall during normal business hours, 8:30 a.m. to 5:00 p.m. or send in by email:, or Fax:240-314-8210.

Approval will take 5-7 business days. If approved, the Certificate of Eligibility will be mailed to the applicant within 10 business days of filing.

Apply for Available Rentals

Once a Certificate of Eligibility is issued, contact the property's leasing offices to apply for a rental unit.

Certificates of Eligibility must be renewed every two years.

Housing Choice Vouchers

Housing Choice Vouchers, formerly known as Section 8 rental certificates, can be used towards rental payments for an MPDU apartment. Housing Choice Vouchers must be issued by Rockville Housing Enterprises to be used in the City of Rockville.
