Project Plan Application PJT2017-00007

Notice is hereby given that the Mayor and Council of Rockville, Maryland will conduct a public hearing on Monday, January 14, 2019, at 7:00 p.m. or as soon thereafter as it may be heard, in the Mayor and Council Chambers, Rockville City Hall, 111 Maryland Avenue, Rockville, Maryland, in connection with Project Plan Application PJT2017-00007.  The petitioner is Lantian/1788/Shady Grove 31, LLC.

The petition requests approval of a Project Plan to allow for a mixed-use residential and commercial development in place of the existing office buildings on the site. The property is 31 acres in size and includes 2 Choke Cherry, 4 Choke Cherry, 15825 Shady Grove Road, 2092 Gaither Road, 2094 Gaither Road, 2096 Gaither Road and 2098 Gaither Road.  The zoning under the City of Rockville’s zoning ordinance is MXE, Mixed-Use Employment.

Persons wishing to testify are requested to call the City Clerk’s Office at 240-314-8280 by January 14, 2019 at 4:00 PM to place their names on the speakers’ list. Oral testimony is limited to three minutes, or five minutes, if representing a group.

Adequate Public Facilities Standards (APFS)

Notice is hereby given that the Mayor and Council of Rockville, Maryland, will conduct a public hearing on Tuesday, January 22, 2019, at 7:00 p.m., or as soon thereafter as it may be heard, in the Council Chamber, Rockville City Hall, 111 Maryland Avenue, Rockville, Maryland, in connection with possible revisions to the City’s Adequate Public Facilities Standards (APFS).

The Mayor and Council is exploring possible changes to the City’s APFS that would amend the current school program capacity test including possibly raising the APFS school standard from 120% to 150% of program capacity and changing the time for applying the APFS standard for schools from project plan review to site plan review. The Mayor and Council appointed an APFS work group that will be presenting its report to the Mayor and Council at its meeting on January 15, 2019.

More detailed information on the proposed revisions can be found on file in the City Clerk's Office at Rockville City Hall. Persons wishing to testify at the hearing are asked to call (240) 314-8280, before 4:00 p.m. on the day of the hearing to place their names on the speakers' list.

Notice of Adoption of Charter Amendments

Notice of Adoption of Charter Amendment Resolution No. 21-18

Notice is hereby given that, pursuant to pursuant to Article XI-E of the Constitution of Maryland, Sections 4-303 and 304 of the Local Government Article of the Annotated Code of Maryland, and the Charter of the City of Rockville, the Mayor and Council of Rockville, Maryland, on December 17, 2018, duly adopted Resolution No. 21-18 (Charter Amendment No. CA2018-00062), to amend Section 5 of Article III, "Vacancies in Office of Mayor and Council," of the Charter of the City of Rockville so as to provide more specific requirements for filling vacancies in the office of Mayor or Councilmember and to clarify certain terminology.

This amendment shall become effective and be considered a part of the Charter of the City of Rockville on February 5, 2019, unless on or before January 26, 2019, there shall be presented to the Mayor and Council of Rockville, or mailed to it by registered mail, a petition requesting that the proposed amendment be submitted to referendum to the voters of Rockville.  Said petition must meet the requirements of Article V, Section 2(g) of the Charter, and must be signed by twenty percent (20%) or more of the persons who are qualified to vote in municipal elections of the City of Rockville,

Notice is hereby given that, pursuant to pursuant to Article XI-E of the Constitution of Maryland, Sections 4-303 and 304 of the Local Government Article of the Annotated Code of Maryland, and the Charter of the City of Rockville, the Mayor and Council of Rockville, Maryland, on December 17, 2018, duly adopted Resolution No. 22-18 (Charter Amendment No. CA2018-00063), to amend Section 1 of Article II, "The Mayor and Council," of the Charter of the City of Rockville so as to clarify that the members of the Mayor and Council must continue residency in the City during their tenure in office.

This amendment shall become effective and be considered a part of the Charter of the City of Rockville on February 5, 2019, unless on or before January 26, 2019, there shall be presented to the Mayor and Council of Rockville, or mailed to it by registered mail, a petition requesting that the proposed amendment be submitted to referendum to the voters of Rockville.  Said petition must meet the requirements of Article V, Section 2(g) of the Charter, and must be signed by twenty percent (20%) or more of the persons who are qualified to vote in municipal elections of the City of Rockville,
